1 AREA OF USE

1.1. This Regulation is an internal document NP SRO "Union of Stroyindustry Sverdlovsk Region" (hereinafter - partnerships) establishing requirements for quality control system construction work in organizations engaged in construction, reconstruction, overhaul Objects capital construction When performing types of work affecting the safety of capital construction facilities established in the field of partnership.

4. General provisions

4.1. To ensure the requirements of the Urban Planning Code of the Russian Federation on building control, in each construction organization should be developed, a system for the quality control of construction work, relevant to the specifics of the organization's activities (provision on the quality control system of the organization), has been implemented.

The system of quality control system may be part of the quality management system (hereinafter referred to as the QMS), which is valid in the organization, and described in the QMS of the Organization.

4.2. The presence of a system of quality control system and its actual compliance with the established requirements (urban planning code of the Russian Federation, legislative acts in the field of construction, regulatory documents In the area of \u200b\u200bconstruction, regulatory documents of the self-regulating organization, etc.) and is the subject of inspections (planned, unscheduled) partnerships.

4.3. The objectives of the construction quality control system are:

  • ensuring the compliance of the work performed and the materials used, products and designs with the requirements of project documentation, SNiP and other existing regulatory documents, construction contracts, reconstruction, overhaul of capital construction facilities;
  • preventing violations of the requirements of regulatory documents, construction technologies, legislative demands in the field of urban planning;
  • ensuring the compliance of the established construction products and services to the requirements of consumers;
  • timely elimination of comments (inconsistencies) identified according to the results of construction control, laboratory tests, state-building supervision authorities, partnership executive directorate.

4.4. Tasks of the quality control system of construction work:

  • determination of quality indicators building materials and the work performed by the established requirements;
  • improving the quality of work, reducing the unproductive costs for alteration, defects, marriage, other inconsistencies;
  • timely detection, elimination and prevention of defects, marriage and violations of the rules for the production of work, other inconsistencies, as well as the causes of their occurrence;
  • increased manufacturing and technological discipline, the responsibility of workers for ensuring the quality of construction and installation work.

4.5. The quality control system of construction work consists of the following elements:

  • Construction control (input control of project documentation, input control of structures, materials and products, operational, geodesic, author, laboratory control, inspection, acceptance control, customer control, (developer) stipulated by law and regulatory documents);
  • Regulatory documentation of the quality control system of a construction organization (GOST, SNIP, technological maps, instructions, operational control schemes, etc.);
  • Organizational structure of the system of quality control system with the distribution of responsibility and authority;
  • Qualifications control by ITR;
  • Maintenance executive documentation on the design of the results of construction control (magazines, acts and other documents provided for by law and regulatory documents);
  • Metrological support for construction.

4.6. Depending on the activities of the organization specified in its Charter, the construction quality control system can be supplemented with the necessary elements.

4.7. When identifying the facts of violation of the technology of work, the requirements of SNiP and others. Regulatory documents are made of disciplinary responsibility.

5. Construction control

5.1. Construction control is carried out in accordance with the requirements of the Urban Planning Code of the Russian Federation of December 29, 2004 N 190-FZ (as amended) and other regulatory documents.

The results of acceptance of individual structures should be issued by acts of intermediate acceptance of structures.

Tests of sections of engineering networks and mounted engineering equipment are performed according to the requirements of the relevant regulatory documents and are issued by the acts established by them.

When determined as a result of a phased acceptance of work defects, structures, sections of engineering networks, appropriate acts should be issued only after eliminating the identified defects.

In cases where subsequent work should begin after a break in more than 6 months from the date of completion of the phased acceptance, these procedures should be renewed before renewing the work again with the design of relevant acts.
