After the amendments were made to the procedure for the distribution of housing on social mortgage, the number of applications to various instances of citizens demanding clarification of the provisions of the Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 366 of August 2, 2007, has increased significantly.

To answer these and other questions related to the implementation of housing programs in the Republic of Tatarstan, the State Housing Fund under the President of the Republic of Tatarstan has opened a hot line. More than 180 calls have been received on just one of the indicated telephones over the past days since the opening of the "hot line".

The largest number of calls (more than 90) related to the standards for the total area of ​​residential premises provided with state support established by the Cabinet of Ministers of the Republic of Tatarstan. Recall that housing at a set discounted price is provided based on the calculation of an area that does not exceed 20 percent of the established standards: for a citizen living alone - 33 sq. meters, for a family of 2 people - 42 sq. meters, for a family of 3 or more people - 18 sq. meters per person.

Residents of Kazan, Naberezhnye Chelny, Nizhnekamsk and other cities of the republic, hoping to use the program to solve the housing problem in the future, expressed their disappointment with the innovations. The reaction of the townspeople is explained by the fact that there are simply no one-room apartments, which can be counted on in accordance with the new standards for a "lonely citizen" or two-room apartments, which a family of two (for example, a mother and son) could apply for. The same is the case with three-room apartments: according to the new rules, a family with two children of different sexes does not have enough reasons to choose an apartment with three rooms. The total area of ​​any apartments that are currently being built by the State Housing Fund under the program is slightly larger than the minimum set by the Government for those in need of improvement in housing conditions on social mortgages. It was believed that the times when the most popular projects were small-sized residential buildings had already sunk into oblivion. But there are families that have the right to additional space, for example, families in which there is a patient with tuberculosis, or persons with an academic degree, etc. How housing issues will be resolved in such cases is not spelled out in the decree.

Interconnected with the first issue were such as the loss of the right to a preferential price for the acquisition of housing in the event of a break during 10 years of labor relations with the organization, work in which allowed the program participant to obtain housing in the social mortgage system, and, consequently, the ban (though , indirect) early purchase of apartments.

The second most urgent question (more than 50) is when the tenders for the selection of apartments will start. The State Housing Fund is forced to admit that there is indeed a certain delay in the holding of tenders. It is connected with the lack of the fund at the moment of the necessary instruments for holding competitions. According to the procedure for providing citizens with residential premises for social mortgage, approved by the Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 366, in order to participate in the competition for choosing an apartment, program participants must fill out a protocol, the form of which (as well as the form of a social mortgage agreement) must be approved by the Cabinet of Ministers of the Republic of Tajikistan.

The third most important issue for participants in social mortgage was the issue of acquiring housing in Kazan by nonresidents. As a rule, everyone who contacted the hotline had been living and working in Kazan for a long time, so they hoped to get housing in Kazan, too, although they were registered as needing to improve their living conditions in accordance with the previously established procedure - at the place of permanent registration. Living in rented housing without registration at the place of residence, such "Kazan residents" acquired a chance to acquire their own housing where they were most in demand at the moment. Now each of them must prove their “exclusivity” in order to obtain the right to choose an apartment in Kazan according to the new rules.

Quite a lot of calls came from employees of enterprises, for whom the requirement for an initial payment of 30 percent of the cost of the future apartment turned out to be an unbearable burden, whereas earlier for this category of social security participants, the initial payment was at least 10 percent of the cost of the apartment. It turned out that not all employees of enterprises are capable of making such serious savings at the initial stage.

The rating of the issues of most concern to the population is concluded by the procedure for making changes to the accounting business. The restrictions introduced in August of this year on the distribution of housing on social mortgage are forcing a significant part of the applicants - participants in the program, to look for a way out of this situation. For many, such a solution is to increase the size of the family, which entails a procedure for amending the applicant's records. In such cases, the family applies to the public housing commission, where it was registered as in need of improving housing conditions in the social mortgage system. On the basis of the submitted documents, the housing commission makes changes to the register of families and sends them to the State Housing Fund under the President of the Republic of Tatarstan in accordance with the established procedure, the fund transfers new information to the authorized organization that conducts competitions for the selection of apartments.

Tatarstan residents are also worried about a number of other issues related to the implementation of housing programs. As it turned out, many young families do not yet know that the customer of the program "Provision of housing for young families" is the Ministry of Youth, Sports and Tourism of the Republic of Tatarstan, where lists of future recipients of housing are formed, which are then transferred to the State Housing Fund. Also, many of them, who contributed only 1 thousand rubles to the offset of future housing, expressed their claims about the need to make a 10 percent contribution from August as an initial one. It turns out that they also do not know that they must (in contrast to the participants in the social mortgage program, who are provided with housing in installments) immediately and in full pay for the housing they receive under the program.

The program participants are also interested in such questions, the answers to which, it would seem, have been known for a long time (including to the local self-government bodies that work directly with the population). So, let us recall that the right to subsidies paid in the amount of 200 thousand rubles at the birth of a child are families registered under a social mortgage before the birth of a child; the cost per square meter of housing sold under the program at the moment cannot exceed 19 thousand rubles per 1 sq. meter; You can become a participant in the social mortgage program if the total area per family member is less than 18 square meters, all able-bodied family members work, have permanent registration in Tatarstan, work either in the public sector or at an enterprise that transfers voluntary payments for the development of housing, or belong to the category of those in need of urgent assistance, according to the press service of the GZHF RT.

Work within the framework of the social league program caused a lot of criticism from the residents of the republic, and then from the authorities. The GZF canceled the preliminary protocols for the selection of apartments, a square meter of housing was becoming more expensive. There were complaints about the delay in the construction of facilities being built by the Foundation.

For example, in the spring of 2015, the quality of houses built by the State Housing Fund of the Republic of Tatarstan became the object of criticism from the Kazan authorities. As a result: 20.4% of Ak Bars Bank shares owned by GZF were arrested as part of a criminal case on fraud in Tatfondbank. At the same time, the arrest was subsequently lifted by the Supreme Court of the Republic of Tatarstan. However, scandals seemed to haunt Abdullin's organization. GZhF filed a lawsuit against the company in the Arbitration Court of the Republic of Tatarstan in the amount of 7.2 billion rubles. Curiously, the Fund owns a block of shares in the developer, and now they say that Talgat Abdullin will take the post of head of ABD, pushing Marata Shagitova.

Meanwhile, Rustam Minnikhanov appointed the new head of the State Housing Fund Marat Zaripova, who previously served as head of the RT State Committee on Tariffs. It is curious that the transfer of Zaripov to another position is taking place against a not very positive informational background.


The State Committee on Tariffs of the Republic of Tajikistan has always been a separate “state within a state” within the system of state authorities of the republic, with its own rules of operation and the absence of any control over their activities. This was due to the specifics of federal legislation in the field of tariff regulation. As an example, we can recall the history of 2012, when the fact was revealed that the State Committee, by its decision, laid in the tariffs for heat "Tatenergo", then still headed, overstated costs for the purchase of gas. It was about the withdrawal of billions of rubles from "Tatenergo" collected from consumers of the republic through tariffs for heat.

At the time when Marat Zaripov was at the head of the State Tariffs Committee, the launch in Russia of a system of public control over the activities of natural monopoly entities. Tatarstan President Rustam Minnikhanov supported the federal initiative, so the republic actually became a platform for testing the entire structure of this system.


As a result, both the State Tariffs Committee and the decisions made by it fell under independent control. As the interlocutors of KazanFirst in the government of the republic, who wished to remain anonymous, note, as a result, alternative opinions appeared on many decisions of the State Committee and serious omissions of the department began to be revealed. On the other hand, in the past few years, the State Committee and personally Marat Zaripov himself have become open to the media, unlike their predecessors.

President of Tatarstan Rustam Minnikhanov, by decree of October 12, dismissed the head of the State Housing Fund of the Republic of Tatarstan. Deputy of the State Council of the Republic of Tatarstan Abdullin headed the GZF for 21 years. The now former chairman of the State Committee for Tariffs of the Republic of Tatarstan was entrusted with managing the fund - Minnikhanov dismissed him from his previously held position also from October 12.

Abdullin, taking into account his experience, will be offered a new job. However, the location has not yet been announced.

On the eve, Minnikhanov gave a "tough order" to Talgat Abdullin to explain the conflict between social workers and the State Housing Fund. Marat Zaripov, who took the helm of the GZHF, was born in Kazan.
