As reported on the official portal of the residential complex, the delay is due to the fact that the developer had previously planned to connect the sewerage system to a local treatment plant located directly on the site owned by him. Now, the discharge of wastewater is provided for quarterly treatment facilities, built by the resource supply organization LLC "Water and Communal Services" of the administration of the Agalatovsky settlement of the Vsevolozhsk region.

“In the current situation, for reasons independent of the developer, the commissioning of residential buildings of the first stage within the period specified in the contracts equity participation, is impossible, because the quarterly treatment facilities are not ready. The developer handed over the project and equipment for the quarterly treatment facilities to a resource supply organization, which should install it in the near future,” the statement says.

They spoke about the neighbors respectfully - as if they were a serious project that had taken place. Well, it's time to find out what this "Yolkki" is.

Not just "Yolkki", but a whole forest

Acts as a developer new company. It was founded by the Alliance-Invest holding, which has been operating in St. Petersburg since 1998. The project involves four phases of construction and is being implemented with the support of JSC Rosselkhozbank and PJSC Energomashbank. Houses are built using monolithic technology.

The second stage must be completed by July 30, 2018. Handover of keys - within six months from this date.

Little is known about the third and fourth stages yet - there are not even project declarations on the website in which they would be described. The developer plans to completely complete work on the complex in 2021. In total, more than 2,400 apartments have been designed in Yolkki Village.


How the complex works

Both the first and second phases will be fenced off. Children's and sports grounds will appear in the courtyards. The yards will be free of cars. Motorists will be offered to park around the perimeter of the residential complex and in a separate area. In total, the second phase of construction includes 221 parking spaces. The developer will build an indoor parking lot if there is a demand for spaces. So far the company doubts that this is necessary.

The booklet says that the store will be open in the second phase. But in project declaration Three commercial premises are indicated - a bank, a pharmacy and a beauty salon.

In the same booklet there is a map of the complex, on which the school and kindergarten, shops, pharmacy, medical Center, bakery, fitness club, cafe, dry cleaning and laundry. Apparently, all this is planned to open in the third and fourth phases of the complex.

Where to study, where to get treatment?

The village of Skotnoe is small. According to official data for 2014, there are 73 registered residents. In reality, the local population is larger, but the infrastructure is calculated based on these figures. So it turns out that Skotny doesn’t seem to need his own school.

Local children go to study in Vartemägi, Agalatovo, Oselki, Sertolovo and Leskolovo. The nearest secondary schools are in Vartemyagi and Agalatovo. You can't get there on foot, but the journey by car takes 8 minutes. A school bus comes to Skotnoe to pick up children, but only from Vartemyagi.

It is interesting that on the website "Education Leningrad region"In the section dedicated to the Vsevolozhsk region, for some reason the Vartemyagskaya secondary school is missing, although it continues to operate. Perhaps there is simply no entry in it. About the Agalatovskaya school it is written that its maximum capacity is 218 students, and the actual capacity is 941 people. Then Yes, it's packed.

"Yolkki Village" will have its own school, but only an elementary one and only with 80 places.

There are no kindergartens within walking distance. Local residents are forced to take their children to neighboring villages, for example, to Rappolovo. The kindergarten, which will open in the Yolkki Village residential complex, has a capacity of 160 places. It will operate in the same building as the elementary school. Both institutions will open no earlier than 2019. Resolving the issue of education and leisure for residents of the first stage of the complex will not be easy.

The situation with medical institutions is also tense: you can’t get anywhere on foot, the nearest outpatient clinic is in Vartemägi. The booklet states that Yolkki Village will have its own medical center. However, we are talking about commercial premises that can be rented for these purposes, and it is unknown whether a medical facility will actually open there.

Solving the issue of retail infrastructure will probably be easier: shops and bakeries in new residential complexes usually appear immediately. A shopping center should open on the territory of the neighboring residential complex "Scotland".

Apartments and prices

The most inexpensive apartment in the second stage is a studio with an area of ​​17.52 m2, located on the first floor. According to the site, with 100% payment, it costs just over a million. The installment plan is calculated from the same amount. Most of the studios in the second phase are larger - from 22 to 27 m2. Housing with an area of ​​26.53 m2 on the 5th floor will cost 1.7 million.

The most modest one-room apartment with an area of ​​28.65 m2 costs 1.8 million. Most apartments exceed 30 m2. The largest option measuring 46.56 m2 is valued at 3 million.

Two-room apartments start from 46.42 m2 and from 3 million. For 4.1 million you can buy a two-room apartment with an area of ​​63.49 m2 with a 10-meter hallway, a separate bathroom and a kitchen-dining room occupying more than 18 m2. By paying 4.6 million, you can count on a 70-meter two-room apartment with a 13-meter hallway, rooms of 13.26 and 17.24 m2 and a 20-meter dining-living room.

Three-room apartments cost 4.6-5.1 million, and their area varies from 71.34 m2 to 78.56 m2. There are classic and polygonal layouts.

Purchase terms

The price includes turnkey finishing - it is carried out in all apartments of the second stage. In June 2017, finishing could be abandoned. Interaction with the developer and the road

By phone you can find out prices, availability of apartments and purchase conditions. The manager advised me to sign up for a tour. There is a consultation center right on site, and in the first stage a showroom has already been opened. I was booked for Saturday. Meeting at the Parnas metro station at 12 o'clock.

At the appointed hour, a manager met me and several others who wanted to visit Skotnoy at the metro station. He took us to the mini-bus, and he got into the car. The journey to the consultation point took 18 minutes. Motorists should drive along Novopriozerskoye Highway until the turn onto Toksovskoye Highway.

It is worth noting that it is difficult to get to Skotnoye on your own. Theoretically, minibus No. 675 should go there from. But Google was unable to build a route, and Yandex reported that the journey would take almost four hours. Over time, they promise to allow additional transport to the complex.


Meeting at the consultation point

At the consultation point, the organized group of excursionists who arrived by minibus was joined by several more people in their cars.

An employee of Grand Stroy spoke about the project. Special attention he focused on the issue of communications. Water will be supplied to houses from drilled wells. "Grand-Stroy" is building treatment facilities together with the "Navis" company, which is building the "Scotland" residential complex nearby. Yolkki Village will have its own boiler room. The manager assured potential buyers that the territory would be closed from outsiders, they would be provided with video surveillance, and barriers would be installed at the entrance to the yard.

When it came to questions, the first thing they asked was about kindergarten and school. The information that they will be surrendering in 2019-2020 clearly upset the young parents. The manager mentioned a kindergarten in Rappolovo, located 15 minutes away along Toksovskoye Highway, a school in Vartemyagi, which is supposedly supposed to be expanded, and in Agalatovo (also 15 minutes away). But this information did not impress the tourists.

Construction and showroom

After talking with the manager, everyone went on an excursion to the showroom, located in the first stage of the residential complex. On the way we passed the second stage under construction. Behind construction fence, despite it being a Sunday, there was noticeable movement - the first sections of the house had already grown by 2-5 floors.

The first stage has been built, but the houses at the ground floor level still need to be finished with porcelain stoneware, the yard needs to be landscaped and a road needs to be built.

The manager took us into one of the buildings. Seating finishing common use almost completed - all that remains is to wash everything and complete the work on the stroller room (such premises are also provided in the second stage).


There are no elevators in the first phase, but they will be installed in the second. The manager could not name the brand. According to him, the finishing in the second stage will be different - the color scheme of materials will change and the wallpaper will be paintable.

There is laminate flooring in the hallway, kitchen and rooms, and tiles in the bathrooms. Most apartments will have bathtubs, but some may have shower trays. The manager promised that a new showroom is about to open, where you can see what the finishing looks like in the second stage.


“Yolkki Village” is a neat low- and mid-rise building with wheelchair accessible, enclosed and landscaped courtyards. The apartments are delivered turnkey. One-room options in the majority. Only motorists will be able to live comfortably in Skotnoye, but there are much fewer parking spaces than there are apartments in the complex, and the construction of indoor parking is still a big question.

In the village of Skotnoye, Vsevolozhsk district, there are two long-term construction projects nearby: the Yolkki Village residential complex and the “Scotland” residential complex. Several hundred shareholders cannot live in the houses. New buildings are not connected to engineering, but it is common to both projects.

In September, colleagues from TV channel 78 visited the construction site and talked with the developers. General Director of Grand-Stroy Vladimir Sidorov explained that initially the company expected to build local treatment facilities only for its facility. Then it allegedly became clear that it was necessary to build a full-fledged and common system water treatment and sewerage for both complexes. These arguments are refuted by the head of the Agalatov joint venture, Vladimir Sidorenko. He claims: even at the project stage, the developers were aware that it was necessary to build not local, but full-fledged structures. As a result, they decided that “Grand-Stroy” would take on the sewerage system, and “Navis” would take on the water treatment station. Now developers are arguing about who spent how much on engineering. One company claims that it has already invested 100 million rubles, the second has spent 20 million, but is going to invest another 110 million rubles, but “where is the guarantee that the partner will do his part of the work”? How and when this dialogue will end is unknown.

“This morning I examined both construction sites. To be honest, the work is not in full swing. The first phase of the Yolkki Village residential complex has been sold out, but the commissioning date is more than a year overdue. Construction of the second stage is “frozen”. In the residential complex "Scotland", which is being built by the company "Navis", the problems are the same. General difficulties: readiness of water supply and sewerage systems, connection and launch of boiler houses,” writes the head of the administration of the Vsevolozhsk Municipal District Andrey Nizovsky in his blog.

In his opinion, most of the problems stem from the inattention of developers to the implementation of legal procedures, and sometimes from ignorance of the laws. “It is completely incomprehensible to me why Navis cannot provide us with full package documents for the boiler room signed by the engineer.
